Waaay off topic but the original image reminded me--if you're interested in old WW2 stuff at all you should read Iron Coffins. It's an easy read but really pretty good, kind of in the same way Das Boot is interesting.

It looks like they have preset animation for his gestures (all he does: nod head, point, raise 1 arm, raise both arms) It might require redrawing over each frame, but he's not redrawing hands, its mostly just a trace job. If they use the method I think they use, it wouldn't take more than a few hours, half a day at most. It wouldn't cost anything extra. If they hand draw it, yeah probably not. If they after effects it, same process, maybe add a little time.
