I keep getting the feeling Mantron was supposed to be a ROM shout out, they both tended to have long conversations with themselves and the head/eyes are almost identical. Also, Mantron is pretty much a one-word description of ROM's physical form.

I can see that.

But ROM didn't have battle floppys, so Mantron is more awesome by default.
