I feel like I've had to say this a lot on this forum recently but 400 is a decent sample size and 1,000-1,500 is the usual upper end for polling companies. Representativeness does not scale linearly with sample size (see below), and mathematically 1,500 is about what you need for 2.5%. Go out and see how many surveys you can find with a sample size of over 5,000, I doubt it's very many.

Not entirely true for Iowa. Felons can have their voting rights restored via petition to the Governor's office. However, "Of the 14,350 felons who have completed sentences since 2011, only a few have applied" according to the Des Moines Register. Pictured, Iowan Kelli Jo Griffin who was tried for voting in a mayoral election. Griffin was convicted of delivering less than 100 grams of cocaine and received 5 years of probation in 2008. When her probation was up, she voted in a 2013 election. She was told by her lawyer that her voting rights would be restored when she was no longer under state supervision. Unfortunately, Gov. Branstad changed that policy to felons appealing to him directly instead of automatically being re-enfranchised. Thankfully, a jury acquitted Griffin of perjury related to the voting "fraud," but she was still on the hook for $10,000 in legal fees.

The F-35 still has like 40 years of projected service life to work out the kinks. Right now the biggest thing holding it back is software. The Block 4A and 4B updates, due out in 2021 and 2023 respectively, should make it a more capable asset.
