Well that's not wrong but there's another side to it. What helps make Astro City stories unique? An extremely broad cast where the narrative focus can shift almost anthology-style from issue to issue while retaining the same setting. You can never tell exactly who is going to show up or why, and half the fun is seeing star characters in one issue from another's perspective or at least play the "what archetype is being done here?" game.

How well does that approach work on TV? Even if anthology shows weren't poison right now, TV production rarely has the time, resources, nor inclination to follow that approach. Moreover even in shows that try to do the "rotating cast/locale" game you often end up with breakout characters who end up directing the show. At best an Astro City show looks like Heroes or the Walking Dead and at worst it looks like Powers where all but the barest artifacts of the original are present.

Then you have the lawsuit aspect. When so many of the characters hem so closely to the original inspiration, you run the risk of lawsuits. Astro City being a fairly obscure comic made it a small fry, but a hit TV show is a much bigger target worth hitting.

So you're either looking at a show whose fundamental appeal is antithetical to television production in 2015, or you end up with such a loose adaptation it ends up being completely different.

Which is a pity. Astro City is goddamn amazing and its criminal how few people get to experience it.

It is a videogame movie though so my expectations are about as low as they can go. I do like their casting however, that guy from Vikings is great
