This map is actually useless without knowing any context. If you just take the data from this map at face value, it's possible that on a 0 - 1000 well-being scale where the average is 500, everyone in the lowest quintile is at 498. If you make a map like that you need to show some raw numbers to give an indication of how significant the difference between quintiles actually is. Of course, in reality most people will know that there are quite big differences between the states. But the map by itself doesn't tell you anything.
