Perception 3 is Awareness. Can view targets specific damage resistances in V.A.T.S. Perception 4 is Locksmith. Allows you to pick advanced locks. Perception 5 is Demolition Expert. Can craft explosives at any Chemistry Station and Explosives deal 25% more damage. Perception 6 is Night Person. Gain +2 to Int and Per between the hours of 6pm and 6am. Perception 7 is Refractor. +10 energy resistance. Perception 8 is Sniper. You have better control and can hold your breath longer while aiming down scopes. Perception 9 is Penetrator. In V.A.T.S. you can target an enemies body parts that are blocked by cover, with a decrease in accuracy. Perception 10 is Concentrated Fire. In V.A.T.S. every attack on the same body part gains +10% accuracy.

Everything I've seen from leaks implies it's just an improved FO3 with some stuff to make gameplay smoother. That's pretty much exactly what I was hoping for. The only thing that sucks is the dialogue , but it may be fine when actually being played.
