WRU's discretion I believe, though the new Chief Exec came out today and said he's not bothered what players play where, which is hella dumb. There are 16 dual-contracted players currently, and Gatland wants to get it up to around 25 apparently

Jake White has had to work within the structures set by the South African Rugby Union, who basically went out of their way to constantly undermine him - particularly in 2007. He's probably used to having to work with obstinate shitheads trying to cut his legs out from underneath him.

In Paris at the moment for a second honeymoon (first was spent being ill in Spain) and met my first Glasgow fans tonight as a coincidence after the game today was cancelled because of last night's events.
