It looks like there's a hook to hang them off the top of her boots? I mean they'd probably fall off if she did as much as a brisk jog, but it means some non-zero amount of thought was put into it, I guess. More than you can say for Link's shield floating behind his back

But how does it work? Is she a Link from a different parallel universe? Is there a Prince Zeldar? Is there any backstory to this character at all? I haven't played a Zelda game after Majora's mask, so I'm not very familiar with all the timelines nonsense.

Pretty much the only thing the concept art stated was that she is a "little sister" type character. Which might mean she's Link's sister, or she's just an anime archetype.

She's a character in Hyrule Warriors. The plot of that game is that a sorceress is such a huge fan girl for link she uses Ganondorf's soul so he'll fall in love with her. She ends up turning into the equivalent of a self-insert fan fiction character as a result. What I'm saying is, whatever backstory that character has probably won't make it any better to you.
