if only there was a system that incorporated your SPECIAL into determining your successes and failures and maybe, like, there was another stat. one the measured your character's general competency with a certain activity. and this would be represented by a number between two extremes and if you could assign values to these stats, why, imagine the sort of interesting and varied characters you could play! but unfortunately, afaik, no such system exists

it should have restrictions based on int like first level is 3 int second is 5 3rd is 7 etc... but none on character level
