All children are enrolled in schools on an ROTC track, and enrolling in the branch of their choice at age 18 is a precondition of their becoming a refugee. For refugees without children, any uninjured males of age must enroll.

It basically just added a bunch of additional checks on incoming refugees, like having the heads of the FBI/DHS individually sign off on them. So it would slow the process to a crawl and effectively halt it, but it's not as extreme as the proposals Republicans are still batting around to outright refuse refugees.
