This character has never fought prior to that one moment and the movie makes no effort to show the training effected anyone other than Freeza since Freeza's goons can't even handle loving Roshi and Space Patrolman Jaco ganging up on them. There's no reason to think this dude is the special outlier just because they bothered to dedicate one line of dialogue to reference his power level since that also just invalidates that line and makes it pointless which is just as easily bad writing. Bulma is the weird exception to the rule in Dragon Ball, in which marriage didn't remove her personality and ability to act on her own at all and instead might've actually boosted it, if only because she and Vegeta work really well off each other. Because they're both egocentric, selfish, easily triggered and immature, which ends up being absolutely hilarious. 18 also clearly still has her personality, she just doesn't get to actually act a lot of the time despite being stronger than every human. Which isn't saying a lot in Dragon Ball, but still!
