(point lookout had a similar problem but for different reasons; every enemy had ridiculous DR so you need a big gun that did a lot of damage per shot instead of small guns that could fire much faster) they've actually gotten a lot better about that in fallout 4, even the enemies i was facing in the very last mission were going down to just a few gauss rifle shots

children are always unkillable in bethesda games, it's a rating thing. if you just leave/return to the area they de-aggro anyways. skyrim was way, way worse about essential NPCs everywhere. maxson is killable whenever you think you're strong enough to murder the entire prydwyn. skyrim really is the worst bethesda game in a lot of ways, idk why people like it so much.
