the wiki confirms that he is, in fact, 20 years old. which, yeah, is kinda hard to tell given how fast and loose ages are used in this series where basically everyone looks to be at least 25. makes a little more sense than some 30+ dude hanging out with the gang however much, at least.

Kobayashi's still a punk, Koichi just "Scared him straight" so to speak. His overly servile attitude is reserved for Koichi only, and when the kid ain't around he tends to drop it quick. He does so in this very chapter in fact, going from bright-eyed admiration to "Eh, whatever" the minute the group's outta earshot. As for why he's helping them, it's somewhat loosely implied later he's been pressured into helping Jotaro track down anybody who might've been shot by the arrow.
