Pretty much - from what I remember O'Brien came in after the summer break ready to go, only to read the script for The Myth Makers to find out she was leaving at the end.

Early writers seemed to be a bit vague on whether the Doctor and Susan were true aliens, or futuristic humans from some other planet. Of course, the latter was probably set in stone by the time they gave Susan psychic powers.
