Smoking indoors in "public" buildings is only allowed when there is a well ventilated area built with ignition resistant materials. Its again just one of those things we expect people to know, and these small things are going to take a lot of integration to deal with. Hard to consider those during planning since they don't really strike out as obvious things to go over. Also that sauna is now ruined, smoked-in rooms are pretty much written off.

I doubt the people living at the refugee center have had a say in where they're allowed to smoke. Certainly smoking in the sauna shower room is as disgusting as smoking anywhere inside, but of all the places, it certainly the safest with tiles and water near by. I've been to a few refugee centers before the current influx and they are very tightly run places. About as close to minimum security prisons as you can get with almost as much dehumanizing and oppression. Even if it's well meaning.
