Jamal extended his hand, made friends with them, told them that not all Africans are runners, or even athletes. It went on; this "explain your place in Australia to me" rubbish. Jamal has lived here for 22 years. The other guys 10 and 12 years. They dealt with this as though they hear it every day. And they probably do. It all ended with weird hugs and handshakes. After Tyson and Greg left, amidst sighs of relief, Jamal said, "I got them with love."

It used to snow every couple of years at the family farm. I have memories of that as being normal. About thirty years ago it just stopped. Even if you don't believe in global warming you would have to concede that building your society on finite resources is pretty loving stupid. Should be an open and shut case really.

Even a perfectly executed campaign tackling the issues that might cause kids to turn to drugs, you're still not gonna stop the ones who do it because it's fun. Throwing money at the issue to prevent hasn't worked. Just legalise it and sell it and turn drug prevention from a loss to a profit.

The other side is those people who use marijuana to self-medicate for anxiety/depression (and actually long term the self-medication causes further problems) so maybe some targeted ads and funding for youth mental health programs may go a long way in reducing marijuana use in young people.

Yeah they already do that and it isn't working. A better idea would be to throw money at a solution to anxiety/depression instead of leaving it so that weed is the only solution.

I was trying to say that, but it's not necessarily that we can't already help this particular group of people, it's that mental health resources for this demographic are spread extremely thin/not accessible (at least in QLD). Couple this with the fact that GP's are very often the first port of call, and said GP's can be pretty unhelpful regarding the Mental Health Treatment Plans.

Stoner sloth isn't going to help the kids who smoke weed to manage the come down off a crack high, or the kids who smoke weed because binge drinking has lost its appeal but still want to get smashed with mates. It's a reefer madness style response to a symptom. Also, smoking weed is a celebrated cultural tradition in qld, I think the funniest thing about stoner sloth is its just another way to laugh at nsw.

EPISODE CONE The episode cone is an arrangement, described in Rule 18, which effectively places an upper limit on the number of items for which Medicare benefits are payable in a patient episode. This cone only applies to services requested by general practitioners for their non-hospitalised patients. Pathology services requested for hospital in-patients, or ordered by specialists, are not subject to these coning arrangements. When more than 3 items are requested by a general practitioner in a patient episode, the benefits payable will be equivalent to the sum of the benefits for the three items with the highest Schedule fees. Rule 18 provides that for the two items with the highest Schedule fees, Medicare benefits will be payable for each item. The remaining items are regarded as one service for which the benefit payable will be equivalent to that for the item with the third highest Schedule fee. Where items have the same Schedule fee, their item numbers are used as an artificial means to rank them " What this means, in basic, is that on any day 3 pathology items can be charged (plus the Bulk Billing Incentive and a Government Accredited Collect and Handling Fee, BBI and PEI). If you have one test done, then we can charge that test plus BBI and PEI. If you have 14 tests... we can charge 3 tests plus BBI and PEI. This even includes if we send out a private account. Only if a specialist refers the tests or you're in hospital can we actually charge everything. The BBI and PEI are basically an attempt to make up for the fact that in a lot of cases, we're working for free. It gets worse, of course. That's three tests per day, plus PEI and BBI. If another lab does two tests, then refers on to us for five tests, we do five tests and get paid... one. Plus no PEI or BBI, because the first lab will have done those. If a test is done and doesn't meet the Medicare requirements (no more than 32 of item 66626 in a 12 month period, etc etc.) then those test costs won't be paid, and are written off. Because once Medicare has paid on an episode, it won't pay again. If a test that wasn't billed with the first lot has to be added to them, we lose that money too. First three lodged get paid. The BBI+PEI usually comes to $5-$15 per episode, as a note. Add to this the fact that the costs of tests are set by Medicare, and those fees haven't increased in around 20 years. Reagent costs, staff costs, rent, all of that goes up, but we have to take the Medicare charge from 20 years ago. So why do we Bulk Bill? Well, patients want it and doctors want it. Patients want it because it means they don't need to pay anything. Even with a Rebate account, where we don't charge the patient more than what Medicare covers, they still have to deal with Medicare, which nobody wants to do. Doctors want it because patients want it, and because it means they can get away with charging more for their services. Think of how difficult it is to get a Bulk Billing doctor. Those same doctor surgeries which state they Do Not Bulk Bill, No, You Must Pay are the same ones that call us up screaming that we've DARED to send their patient a bill for tests rather than Bulk Bill. So what does this mean? Pathology profits are shrinking. If we lose the Bulk Billing Incentive, and god forbid the PEI, and the schedule fees don't increase, then Bulk Billing will start costing pathology companies money. Around 90% of our testing is billed to Medicare, but despite that our company's profits primarily go off our corporate and drug screen testing. Drug screens are big money. If the BBI goes, then private billing may well become the norm. Enjoy paying every time you have a blood test done (or urine test, semen test, stool test, skin test...). Checking iron levels? Bill. INR? Bill. Fertility testing? $500+ bill. Pap smear, STD check, sick child, mole removed and tested, bill for every one of them. Medicare will cover some of it, sure, but not all. And you'll have to deal with Medicare more often. Hope they have a lot more staff. Also gently caress whichever Coalition dickhead said it would foster competition. It's impossible to compete over prices, the prices for Bulk Billing are set by Medicare. The MBS states the prices. If you Bulk Bill, that's what you get paid. End of discussion. All we could do is reduce costs. Which could never have consequences on the quality of service. Profit wise, private pathology companies will probably do okay. We'd have to hire extra staff to take care of all the extra payments coming through! But it will suck for, y'know, sick people. Or just people trying to stay healthy. Or old people. Or people on low incomes. Or basically anyone who ever has to have a blood or urine or semen or stool or skin sample test.
