More like lack of sexual education. For whatever reason, the plan of religious people for teens, is to maintain them ignorant about sex, praying that they don't independently discover that it exist. Religion make people believe and do truly stupid things. The reality is that even teenagers that think sex is a sin, still practice it, but if they don't have a strong sex education, the do it without protection. So all that do religion for people, is to remove protection from STD's. No really. Religious people don't want to talk with their kids about sex, and they don't want other people to talk with their kids about sex. Their plan is maybe ignorance will work. Cities tend to have a large amount of prostitutes and johns, both of which are at high risk of STDs for obvious reasons. I dunno Baltimore whenever I've been to Baltimore it alway seemed nice... Note I've only been there to see games in the aforementioned Orioles and Ravens stadiums, or visit the aquarium. It seems similar to other American rustbelt cities in terms of demographics and economy, i.e. black, segregated, with vanishing industry replaced with banking and services. Baltimore racial distribution per US census data
