Court cases are expensive and time-consuming. Prosecutors go for hardcore offenders because it's a more efficient use of their time and they're more likely to convict than if they brought the full weight of the law down on some idiot schmuck who got a few extra pictures in his porn torrent. Habitual offenders are also more likely to place themselves in a position where they will be noticed by authorities and a solid case brought against them. Edit. I want to hear more from this guy. The people most likely to be caught are also the ones that do it for a while; somebody who smokes pot once and never does again is pretty unlikely to ever get arrested for it. Maybe it's similar? Somebody who downloads it once then goes "no, this is wrong" and never does it again doesn't give law enforcement a lot of opportunities to catch them but somebody who has a ton of it and posts about how much he has on social media may have been at it for a while. I've met drug dealers who ended up getting caught after developing an attitude of "I've been selling for five years and never got caught, guess I never will!" and getting sloppy. I also wonder if it's similar to drugs in that they'll sometimes let people lower in the ring off if they'll rat out people higher up. Somebody with that much of it may very well have been somebody that is distributing it which is a whole different bag than just consuming it. Get the people spreading it and you'll make it harder for it to be consumed.

I've also heard that on tor groups pedophiles require people to upload cp in order to download it. This would explain how people have gigs of the stuff; they will accumulate quite a lot by trading. Busting the people who have tons of it is probably a lot easier to convict?

On Prussian Blue. Whilst they have chilled, and moved away from the hardcore Nazi/White Pride stuff, apparently they are still holocaust deniers. But they are also apparently truthers and a bunch of other conspiracy stuff, so that goes with the 'smoking a lot of pot' stuff. They grew up, became teenagers who started smoking pot and thought "Hey man, the government is like lying to us man. gently caress you Dad, i reject your ideology". Like normal people.
