The liberal right (the right wing of Australia's conservative party) wants to break into welfare so they can dismantle it. Tony Abbott was a glorious burning wreck of a leader (in the latter
stages of his tenure as prime minister he was reaching a 37% approval rating) and was never going to be popular/media-friendly enough to burn down welfare. Malcolm Turnbull was/is much more marketable, so Liberal Right jumped ship to put him in charge.
