The worst of them deliberately play on people's emotions to wring money out of them: see Sylvia Mitchell or Gina Marks for instance. That said, those laws are a bitch to enforce and have been challenged on First Amendment grounds, and most cops have better things to do than bust every storefront palm reader and psychic.
