The police are under intense pressure lately, what with cuts on personnel, tighter budgets and so on. Hell, even mall cops are doing investigations for them, which is good I guess, since sometimes the cops can't even finish investigations before the crime expires. Maybe this newest crisis will see some improvement. Or maybe the free market will fix the issue.

I'm sure we could raise a few billion that way, then the free market will prevail and make cops much better and crime non-existent. Well non-existent in that you would have to pay the police to investigate your crime, therefore crime rates would go down.
