hes trying to avoid being nailed down on a specific figure which is correct. they already know how much he makes and they just want him to say it cause they're lovely politicians who want to make him look bad instead of doing their jobs and fixing the laws if the actually think the laws are bad (they don't).

The same is true for personal income taxes. You don't pay income tax on your raw wage, you pay it on the raw wage less qualifying deductions.
