Okay so I double checked and stats can has two lengthy definitions that boil down to: Universities are independent, in that although they receive government funding they make their own institutional decisions, and are degree granting. Universities can offer undergrad degrees only or undergraduate and graduate degrees. I believe that certain professional programs can only be offered through universities (namely, JDs and MDs) but Stats Can doesn't note this distinction. Colleges are under the authority of the province, and so have more limited autonomy regarding institutional decisions. They typically are more applied in focus, and cannot offer graduate degrees.
