An idea. Have the manufacturers come in with IndyCar and reach an agreement that the car should be divided into a lot of "aero zones" that can be fiddled with, like the current aero boxes. But instead of giving each manufacturer free reign to do whatever they want in that box, you have some sort of auction or draft (heh) pick system to determine which boxes of the car a manufacturer is allowed to develop that season. You can "spend big" on a major aero component and sacrifice the rest of the car, or know that you can make up gains by picking and choosing a lot of small components that may add up to a big gain. This would make the cars look different, because the manufacturers are being forced to alter different areas of the car. No clue how this would work in practice, or if the common safety cell would make it impossible to implement. But it is a thought.
