I wouldn't want to do it myself, distilling nitric acid is unpleasant and dangerous enough on paper, but for someone who wanted to make explosives that would be far from the most dangerous step involved. So it looks like the only people really inconvenienced are those would would be using it for legit purposes and are casual/self employed. I'm glad that the government are taking decisive steps to protect us from terrorists who don't have any working knowledge of chemistry or £15 to register a company though.
