Hypothetically what would be the two best regions for CFC to consolidate? As in not too remote for logistics, yet easy enough to defend? And with decent rats. Considering how deklein was packed and the rest of the imperium empty, I think it's feasible to pack 40k nerds in 2 regions.

It's probably good for the game for a shake up like this it will be interesting to see what comes of it all. The game has been fairly stagnate for a few years this is at the very least interesting.
