Gank him and keep him down throughout the game. Don't fight extended exchanges, especially at 6. Poke at him a bit and try to make him jump at you when someone's nearby to gank.

they're not bad or anything, it's just often hard to justify building dagger into the boots instead of a zeal or recurve bow. they don't really offer anything besides that attack speed where most boots have passives that give them utility justifications.
