Drowzee is a pretty good choice in Gen 1 if you don't want to use Abra, since it has a pretty respectable 90 Special and learns Confusion at level 17. Unlike Abra, you can just catch it and use it immediately instead of waiting for it to evolve. Exeggcute is also an option, though you need TMs to make it learn... any STAB moves and the earliest you can ever catch it is in the Safari Zone. But that does mean you can get an Exeggutor with Psychic and Mega Drain almost immediately.
