Jun hung their hairbands there because it's too high to reach when you're a tiny gurl. It's easier to understand when you see the last panel, which was inexplicably cut from the linked image.

The scrunchie and the hairband are both worn by the characters making fun of Jun - the implication is that he stole them and put them out of reach because he was annoyed. He's done this kind of thing before with the scrunchie.
