Given the insanity that was the USA after 9/11, I'd really have to say it depends. There's usually a rally round the flag effect but the republicans are bugfuck and would foam at the mouth trying to blame Obama. Trump wouldn't make people feel safer, but he would start musing openly about nuking Saudi Arabia or whatever - and reflexive blind bloodlust is a good substitute for safety in some peoples minds. I think it is an open question whether his crowdpleasing antics would solidify Republican support or his lack of seriousness would cause his campaign to self destruct.
