Consider the Articles of Confederation and the current Constitution - according to the Articles, only unanimous action could change most aspects of it. However, the Constitution said it should go into effect with only a smaller super-majority, and it went into effect when the 9th state ratified it. Although the conditions of the Articles were satisfied once all states had formally ratified the new constitution, it had already been superseded many months before.

The circumstances of some of those ratifications is still one of my favorite things from the time of the revolution. That and Washington's overly complicated battle plans that were a couple centuries too early.

I was completely unaware of that. Either she keeps a low profile or maybe state/local media leave her alone out of deference? I'm in San Antonio, though, it's considerably more sane and laid back here. Most (certainly not all) of the true shitheads are in East and North Tx.

He didn't, really. The press is so far up its own rear end that they think him reading a speech with frequent editorializing and asides is him "moderating himself."
