But Krillin remains relevant till about the same point and he doesn't skip an arc either. Sure, he's only relevant in the android arc due to holding a self-destruct switch rather than due to being tough, but he's still relevant at the time.

Krillin has been confirmed to be the strongest Earthling on multiple occasions by multiple sources, including Toriyama and some of the RoF stuff. It's probably just due to the fact Toriyama appears to like him, but it's still the official weigh in on the matter.

Krillin may be stronger, but he's a wuss never commits to his fights. That's why Tien gets a sick last stand against Cell and Krillin runs away when he has a legitimate shot at killing Frieza

Krillin got his potentially magically unleashed by Guru which gave him a gigantic-rear end power boost. Tien didn't. I always assumed that was basically the point that Krillin got stronger because Tien sat around on King Kai's not getting taught the Kaioken while Krillin was getting stronger.
