The baby is probably a natural born stand user, though there's nothing in the manga to suggest either way other than Joseph saying her stress is making her invisible (which may mean it's manifesting her stand). JoJo can get dark, but it's not usually so dark as that.

This is somewhat of a spoiler for 2 or 3 episodes from now, but: Otoishi only used the arrow twice, as an experiment. The baby most likely had a stand from birth, like Avdol, Kakyoin, and Polnareff.

 About as good as I expected. The animation was on the cheaper side but it wasn't really an episode they should've spent too much effort in visually anyway so it's forgivable.

I got two chapters into this, wasn't really feeling it and didn't come back to it for a while. I think part of it was just my going "really, another baby with a stand?", but I got kinda bored. On the other hand, when I did go back I blitzed to the end because this part just gets better and better.
