It's not, they just want to encourage decks to exist that aren't mono-red with bolts to the face for reach. It's the same reason Falkenrath Gorger exists: they think a 2/1 for R is okay because the kind of deck that would have been previously "too good" in doesn't exist right now.

It's not quite the same thing because Westvale Abbey almost never dies in response to its trigger so there are very rarely situations where you get no value out of Ormendahl unless you misplay. Even in the best case scenario, where your opponent points Grasp at it and you flip in response, you still are at parity because you lose 4 guys to their 4 cards.

Having the creatures to sac on-board means you can keep the transform option open until they try to get rid of it, then transform.
