Just some random dude was supposedly WAY stronger than Kid Buu despite never showing it. Hell, Omega Shenron claimed to be able to wipe out the universe, but his demonstrated power level puts him WEAKER THAN DEMON KING PICCOLO He's throwing around all of these energy blasts and barely doing anything to anything. He shoots the same roller coaster several times in a row and only ever manages to blow up sections of the track. It's ridiculous

Of course then Pan kicks the crap outta him meaning... Pan is stronger than Kid Buu?  Goku still has to go Super Saiyan, but then at the end of the arc Goku, Pan, and Trunks beat him in base, with a trio of Kamehamehas. In spite the series establishing that he is LITERALLY THE WHOLE PLANET because of... nanomachines or something. And then he comes back as a Zombie Ghost, fights Gohan a bit, but loses near instantly to Majuub (being the only real victory he has in the entirety of GT).

Maybe Goku thinks he's as strong in his child form as he was when he was an adult because he's retarded? Although even then, Goku is still portrayed as a brilliant fighter so you'd think he'd understand how strong he actually is.

That was the movie, never brought up again, the villains past that were battles of strategy, not power and even when it was time to go all out against Hit, power still lost against strategy and technique so yeah Super is doing well in that regard. Even Goku Black, sold by far the biggest threat in Super content to date, is significantly weaker than Goku and is a threat so far because of who or what he is rather than "I'm tougher than you, get training."

Actually, that could be argued to not be true in GT if you count the Super 17 fight. Goku is an absolute MORON in it, incapable of understanding the whole "Energy attacks make him stronger!" thing for a solid... ten minutes? And even AFTER he notes they aren't working like they should be, starts using more energy attacks. This isn't even really Goku's fighting style either, Goku's always more about hand-to-hand. This is Vegeta-tier tactics. And then there's the fight's ending, where he beats Super 17 with the Dragon Fist... while almost half-dead, in his base state. So base Goku > Super Saiyan 4 Goku, going by GT logic. Even the Broly movie at least tried to justify Goku winning.

GT feels like a cash-in to keep the DBZ gravy train going (after Toriyama burnt himself out writing Dragonball for 10 years or whatever). It's not a story that anyone particularly wants to tell, they just sort of have to in order to keep selling advertisements and dolls. Super feels very different. It feels like a work of passion, like they care about telling a good story first.

Stuff like Super Saiyan Blue Kaioken feels like there's more than a few people in the staff that are huge DBZ fans and got to put the ideas they had since watching into it. Like, contrast with the DBS manga, where whoever wrote it decided "well, Goku is the strongest so it doesn't make sense that he can't beat Hit by going SSB, i'll just add some stuff about raising power levels for escalation" to "yo, wouldn't it be awesome if Goku could predict the moves due to sheer battle expertise?" "yeah but where do we go from there? ...wouldn't it be awesome if Hit went beyond Toriyama's .1 second idea and grew as a fighter not by being stronger but by freezing time even more?" "Wouldn't it own if Goku's power had to grow in order to fight faster than time itself?!" "KAIOKEN! WITH THE SUPER SAIYAN BLUE" Then they all scream about how could that sounds and start writing. Meanwhile GT is an exercise in fitting episode orders and thus farming ideas that allow for multiple unimportant fights.
