Shortly before he got arrested, the police told him if he stepped in the street again he would be arrested. He did not step in the street from that point on, which means he complied with the officers' demands. So what was he arrested for? He did exactly what he was told. E: There was also a cop driving against traffic trailing him.

The guy was pretty obviously wandering back and forth over the line at the beginning of the video. He starts on the shoulder but when he turns around at the 30 second mark the solid line marking the shoulder is to his left meaning he's at least partially in the right most lane
