I think each campaign is its own operation, so all the institutional memory/lists of people fades out when the campaign finishes. Obama handing off all his apparati to the DNC/Clinton is a new thing. And, I would argue, means the Dem party will have all those lists and resources and analysis you are thinking of, while each RNC candidate is going to be going in without support and making first round mistakes. Which will, of course, cement the idea that RNC runs are for sacrificial goats.

even if trump gets his hands on romney/mccains lists they are useless without an organization to take advantage of them. get out the vote isn't just some people in vans driving old people to polling places. you need to get people face to face with your voters and assure them your candidate cares about what they care about. you need to know who is likely to donate if you send someone to their door or have someone call them or email them. you need volunteers at polling locations checking off people on your list so you don't spend time chasing people who have already voted. you need people to recruit and motivate all the volunteers you'll need and you need people to manage those people
