Plus as Rangpur mentioned, the whole corruption/police/gang issues, which probably doesn't mix well with potentially valuable kidnapping/robbery targets. I suppose there is also the possibility of ISIS making good on their promises, but that's probably less likely than any of the other issues beating Munich.

A New Zealand sportsman was forced into a car by armed police and made to withdraw the equivalent of $800 in Rio de Janeiro over the weekend, just 13 days before the Olympics are set to start in the city. The police, who warned him not to report the incident and made efforts to avoid being seen, detained Jason Lee after pulling him off a highway into the city on Sunday.

Its been increasing recently with the big start being Beijing. Lots of people tried to interrupt that one's runs for political reasons and then there were Chinese minders in foreign countries pushing people over and generally being overprotective. It was a big farce a lot of the time.
