Without nukes on the other hand, even that doesn't mean you're safe from war. (Or at least the kind of insanity that would start a regular war is far more prevalent than the one that would start a nuclear one.)

There's a reason they're called proxy wars, it's because the powers involved don't dare fight each other directly. What do you think that gets replaced with if you suddenly take nukes out of the equation? You just get regular war, which would be far more destructive.
