More than 100 Victorian councillors, and 13 councils, will be disqualified for failing to comply with a new code of conduct.

Administrators will be appointed for seven weeks to replace the 13 councils.

The disqualifications also include nine individual councillors from other councils. These councillors also failed to meet the new code of conduct requirements that were introduced following recent changes to local government laws.

All Victorian councils were required to adopt the codes of conduct by July this year.

The 107 councillors involved will be disqualified from September 1. Local government elections are also scheduled for later this year.

Municipal Association of Victoria chief executive Rob Spence said he believed all councillors apart from one had signed the code of conduct but may not have met all the administrative requirements, including signing it in the presence of their council's chief executive.

He described the situation as an "administrative mad house".

"You would think we have better things to do with our time," he said.

Mr Spence said Ben Buckley in East Gippsland was the only councillor he knew of who had refused to sign the code of conduct.

The councils that failed the new requirements include Ballarat, Central Goldfields, Benalla, Campaspe, Cardinia, Greater Shepparton, Hobsons Bay, Frankston, Mount Alexander, Moyne, Queenscliffe, West Wimmera and Wyndham councils.

Among the councillors disqualified is Moreland's Michael Teti who has been linked to organised crime and formally expelled by the Labor Party.

The state government is expected to release a statement later on Monday afternoon.

Some of the councillors are in breach because they signed in front of the CEO but the CEO didn't sign as well, despite the legislation not stating the CEO has to witness in writing :allears:

I just can't get my head around the church thing. It's just so stupid, "HAHA dickheads, we dressed up as caricature Mu_slums (or how ever the write it) and hosed up your Sunday! Bet you'll think twice about supporting them now we did that to you?". If it was to demonstrate that they are clueless and incapable of understanding the world they live in then, yeah, good job but other wise ....... I don't know, what?

I mean I think I get what they are getting at. They are trying to show that if we let "too many" Muslims "in" then they will desecrate the sacred christian fabric of our society? Is that it? Even if that was what they are getting at then it still doesn't make sense though. Ignoring that we are a secular country so the largest religion doesn't matter a gently caress, THEY desecrated a service, if anything they highlighted that Muslims have never done anything to limit the religious freedom of Arsetralia.

It doesn't make a difference to me one way or the other but I just get a bit hung up on stupidity of this magnitude when I encounter it. It's like a late night English comedy sketch, you know the ones where you get what they are getting at but it's only funny when you're dead dog tired.

It's not that difficult - they have a political message to sell but the straight up boots 'n braces white proide stuff doesnt wash with any more than a tiny, fixed demographic of misfits who obsess over leaflets, party drama and ideological dogma - 'trots with hogs' if you will.

This sort of stunt however garnered a large media response and by switching up targets and layering it with faux-satirical cheekiness they find a broader and more nuanced audience for their movement and more plausible deniability when accused of racism.

Oh and they dont give a gently caress about Christian religious freedom and neither does the left.....'desecrating a service' lol, check out General Franco over here; these ratbags arent raping nuns (or slitting a priest's throat for that matter)

I'm going to disagree here because in this case it really is China acting like a shithead to all it's regional neighbors. It's not so much "being involved in the Philippines" but "openly stealing poo poo" and attacking Filipino fishermen.

Agreed. This is a test case for China throwing their weight around and they're using it to basically annex huge areas of ocean that they are distant from and that they have no real claim to. Instead of trying to have this arbitrated they just came right in with force and started setting up military bases in the area. This behaviour is old school imperialism and has to be opposed before it becomes established as an acceptable way for China to act. In this case they are very clearly in the wrong.
