They've been committed to IC manufacturing in the past because it gave them a huge technical advantage over their competitors. They weren't a manufacturing company--they were a 'design a system which costs a few dollars to manufacture, and then sell it for 100's or 1000's of dollars company', and having the world's best IC manufacturing capability was key to their success.
