That's the leading edge cowl and anti-ice system. Not good, and the engine probably wasn't making as much power, but it's not critical, as long as none of it got ingested as it left the aircraft.

Everyone here at Pratt is talking about the 737 engine failure. A sigh of relief that it wasn't one of our engines. We're also pretty glad none of the issues were working on are this public. I can guarantee you none of the guys over at GE slept this weekend.

I can't find actual burn numbers, but their 5 cylinder radial (which also has bigger cylinders,) burns 5.5gph at full power. I'd guesstimate the 3 cylinder burns 2.5-3gph, and that plane probably does 60 or 65mph. Maybe a touch less.
