Heh, it certainly qualifies for the "no emotion" part. The singer isn't grating, though, just uninteresting.

Here's a summary up to this point:

A song that was once commonly heard in Canada, but didn't age well.
The polished pop qualities of Some Kind Of Wonderful.
The beat/rhythm of Paralyzer, but with less force.
The guitar tone of No One Knows, but with a bit less energy.
Utter background music aside from a catchy chorus in the vein of Truck Got Stuck and Istanbul.
One plain, unemotional male singer, but not obnoxious.

For a change, let's avoid well known rock acts for a bit, and try focusing on one hit wonders/party acts in the vein of Danzel.

Maybe it's something by Hedley, they are total corporate pop rock. The epitome of Canadian radio bullshit. I see their debut came out 11 years ago so although it's not matching your timeframe exactly it sure fits in with everything else

That definitely sounds like Cake, then. Maybe one of their songs? Never There or The Distance comes to mind.

The singer is not deadpan. Think session singer, somebody who sounds good enough but has no personal investment in the song.
The guitar has no twang. It's a completely generic rock rhythm guitar, in the vein of a basic keyboard sample.
The beat is danceable, like a mediocre pop beat.
There is nothing artistic about the song. It's like something from a mediocre hits compilation, but the catchy chorus is instantly recognizable.

This is not a specific song but a band. They were getting played a lot on the local npr music station recently and they annoyed the hell out of me, but now it's annoying me that I can't remember what they were called. They weren't local though and a probably getting some national attention atm.

Their sound could be best described as amateurish pixies worship with a female lead singer who is desperately trying to sound like Kurt Cobain. The song that was played most has a stand out part where she does a drawn out "yeauggghhhh".

I remember their name sounded like something picked out of a 90s grunge band name generator as well.

Very good guess, but it's not Wolf Alice. I actually originally thought it was them and realized it was a different band, which is what originally spawned my post haha.

They are more lo fi and the pixies influence is huge but pretty comparable to wolf Alice otherwise.

Nope. Mystery song has no horn.

I don't think It's Beck. I checked out a bunch of his stuff, and his music has a certain amount of "oomph" to it that the mystery song doesn't have. Look for stuff that has more of a lightweight, sorta dance-esque pop vibe to it, but with rock rhythm guitar. And by "rock rhythm guitar", I mean like this (but not quite as energetic).

Hell no. There's nothing heavy about this song at all. Nor was there anything like that in the jukebox.

The suggestions so far have provided me with some good examples of the sound, so here's an updated summary:

A rhythm guitar tone in the vein of No One Knows and Blitzkrieg Bop, but a little less energetic.

One plain, unemotional male singer, but not obnoxious. Very similar to Beck as heard in Where It's At.
No strong effects on the singer's voice, no rap, no horn section.
A general vibe similar to 311 - Come Original, but more "friendly" sounding.

I feel like it might be something by Ian Thornley, who feels like he could definitely fit into all of those categories. He's apparently big in Canada with two of his bands, Big Wreck and Thornley, but we didn't hear much of him in the states.

My friend used to have this song on a CD that he downloaded from some file sharing network. It was labelled "Matrix". It wasn't from the Matrix soundtrack and it had no lyrics, which made it hard to google for. For a while it's origins were lost. Eventually, maybe about six years ago through the magic combination of googling just the right things, I was able to find it again and learn its history. It was apparently a song that could be downloaded for free from a website that was set up to give away free music by artists who wanted to share their songs on the internet. Something like "Freemusic.com" or "Freemp3s.com". It wasn't the current "Free Music Archive" site, unless I'm severely misremembering.

The song may have had the name "Matrix" in some forms of the artist name but the title was something else, and there were multiple versions and remixes. It was one of the most popular songs on the site and was even part of the site's wikipedia article (which is how I learned all of this). I recall the name of the specific remix of the song had something in it like "]|[" or "|||" (or some other stylized 3) to denote it was the third version, because after the song was so popular, the creator remade it as he got better at making music.

I feel like I have so much information that I should be able to find this thing, since its origins were being one of the most popular songs on a popular music sharing site, but I'm having no luck.

Nope. I think that may have been suggested already. The singer in the mystery song is plain and unemotional, but not deadpan.

It's a song from a kids toy commercial from the late 80's or early 90's. It's sung by a kid and sort of climaxes with him going "and the head of a BUM-BLE-BEEE!" He sings in a ridiculous overwrought voice.

Ok this is a huge hail mary here, and might not even be in the true spirit of the thread. If anyone remembers the famous Rocky Lockridge cry from Intervention, well ages ago I remember a radio talk/comedy show playing an incredible remix of it. There were several iconic songs where the singer yells/screams and they substituted the cry in it instead. Im fairly sure one of them was Led Zeppelin's Immigrant Song. I dont know if this was a bit they just created on the fly for the show, or if they just discovered it on the internet. So if anyone knows who made it or where I could find it, I would be forever grateful (and really impressed).

I'm going to assume what you were listening to was Drew and Mike. I don't know if they made it or where they got it, but if you go to this archive of their past shows and get the November 4, 2010 episode, it starts at about 144 minutes in.
