I think it's a philosophy thing. Some ST coaches view every return as a possible home run and are ok with losing a few yards in exchange for taking a shot (they should be less ok with fumbles of course), and the HC obviously at least tacitly agrees.

I have no clue if the Texans return guy is any good, but yeah after all the fumbles I'd tend to want him to take a knee at this point.
