Once we start hitting the Bulrathi fleet, they may come to us asking for a white peace, which should have them settled down for a while, between them having a weaker fleet, us having a stronger, and us cementing our position. I'm hoping that if we do get a white peace, we can resume trade and set this ugly incident behind us so we can focus on internal development and diplomacy in the future. Maybe getting an Emperor killed in battle will be enough for Humanity to feel justice has been done- and given Bulrathi attitudes towards the Emperors in the military, that's more likely than one might expect.

Public reactions to the initial declaration of war, and seeing as it's lasted decades (30+ years if I'm counting right) how an entire generation has dealt with growing up at war. Maybe something about how the public perception of the Bulrathi has changed, perhaps even regionally (e.g. I don't imagine residents of Paradise having a very positive view of the Bulrathi, but maybe Earthers see it differently).

No they didn't. The bloodshed from this war has actually been extremely low-intensity- a total of three frigates, one defensive station, and two scouts from both sides combined through the entire duration of the war, which has been more like an extended blockade and breakdown in communications than an outright OUTBREAK OF UNRELENTING VIOLENCE. Do be assured, if they had been bombing out our colonies our enslaving our people, my spine might be stiffer to continue prosecuting the war.

The Bulrathi, and the Bulrathi Empire, Through Human Eyes, ca. 2420

Popular opinion on the Bulrathi and the Empire has become divided over the years of low-intensity war. On Earth, attitudes towards the species itself as distinct from the Empire tend to be neutral to positive, although there is a widespread recognition that the Imperial government is an unjust and belligerent institution. That said, pacifism runs strong in the general populace on Earth, and many Earthlings want nothing so much as an end to the war if the Imperial government can be made to see reason. There is some sympathy for the plight of the serfs in the Bulrathi Empire, but not enough for many Earthlings to be willing to go through the vast bloodshed needed to conquer the Bulrathi Empire.

On Paradise, attitudes tend to be more aggressive, hoping to see, at the least, the Bulrathi Imperial Fleet decisively humbled. The extended blockade and breakdown in social order has led to some resentment of Bulrathi in general, although even on Paradise it is generally understood that most Bulrathi are not in policy-making positions. A significant, vocal minority on Paradise has gone so far as to demanding the complete conquest of the Bulrathi Empire, forcing the Emperor from the throne and running trials for the aristocracy who have benefitted from serfdom.

Particularly on Earth, there is a strong interest in restoring the status quo ante bellum, given the potential opportunities of renewed trade and friendship. The Joint Chiefs of Staff and the Defense Department are divided, some eager to prove Space Fleet's strength, while others viewing Space Fleet's mission as fulfilled as long as peace endures through the quiet threat implicit in Space Fleet's existence.

Long Live the Emperor



As the long, slow war with the Bulrathi Empire dragged on, the Defense Department worked together coherent operations plans for major assaults to take Bulrathi planets by as early as 2425. Use of precision orbital strikes to support landings which focused on securing major population centers which then served as bases of operation for steadily-expanding networks of patrol, even as elements of the local population in the cities was co-opted to provide local police and security forces, was believed to at least potentially allow the pacification of a hostile world, although the forces needed for such a campaign would be massive. A quiet proposal to install DNA-sniffing sensors across cities that could be tuned to detect genetic material from different species could potentially alert local authorities of Bulrathi presence, although the expense of such a system worldwide would be staggering.




Two years later, the Interstellar Intelligence Agency formally opened, with analysts reviewing crime reports across the Republic to search out any hints of hostile activity while the IIA's first field action team, codenamed Team Alpha, prepared to make a stealthy insertion into Bulrathi territory. 2427 also saw another heavy pirate vessel detected on the outskirts of the Warikomi system, while the Industrious completed fixed fortifications at Mihr and the Space Fleet prepared to move out and take open action against the Bulrathi Empire.

Opening a Spy Center not only starts training up new agents for active operations every 16 years, it also provides a modest boost to internal security on every planet you control from basic counterespionage work from the central office.









Only a year after the Space Fleet set out from Mihr, the Bulrathi Empire offered formal diplomatic communications apologising for the war and offering a truce between the Empire and the Republic. Emperor Grorvog had perished at nearly 120 years of age, elderly even with modern medicine. His son Mazurek had inherited the throne, and had no interest in continuing to prosecute a war against Humanity that he judged would do nothing to strengthen the Empire. A peace accord was signed, with commerce re-opened and embassies exchanged, which immediately provided a notable economic boom to both polities.

I grabbed the truce while I could, given we got a fair truce after minimal bloodshed. There will be a chance to let the truce lapse if needed.



The Space Fleet could not reverse course until they reached Warikomi, where they found that a ragged assortment of renegades from both the Empire and the Republic had re-established a pirate settlement in the system. With war at least temporarily averted, the Defense Department began to draw up plans to root the pirates out.








The pirate ship headed from Warikomi reached Mihr in 2430, preparing to engaged the fixed defenses. Despite being larger and more formidable than earlier pirate vessels, it was still hopelessly outclassed by the static defenses, and was easily destroyed. As well as the crude chemical lasers typical of pirate armament, it was armed with a pair of missile tubes launching chemical explosive missiles and very short-ranged converted industrial welding and cutting beams. Although making a contact intercept with guided missiles was just as difficult for pirates as it was for true spacefleets with nuclear missiles, the pirate missiles were adapted for a proximity detonation by the installation of a cannister of synthetic diamond sand in front of the explosive charge. The missiles were designed to detonate, sending out a spray of fine, hard sand at high relative velocities to scour and potentially puncture vulnerable hulls.




Two years later, the Pinaka was commissioned, a diversion of Space Fleet funds into an anti-pirate ship, while IIA Field Team Alpha prepared to perform initial information-gathering operations on the cold Bulrathi world of Korga in the Ellq system. The first actions by Alpha were simple and subtle, carefully recruiting informers from amongst the criminal fringe of Bulrathi society and collecting public news broadcasts and proclamations to begin to draw a picture of the state of affairs on Korga.



By 2433, continued corporate investment was beginning to fund increased communications and data processing facilities to handle the burden of intensive research activities by growing R&D departments, while survey operations for mining on worlds with marginal resource deposits promised to systematically search out the best opportunities and squeeze what profit was available from what little could be found.

Advanced Data Center is one of three improvements at this general research tier that improves per-capita productivity for research, industry, or agriculture, while Crust Prospecting provides a cheap but modest boost to industry that helps mineral-poor worlds get themselves developed faster.





It was only in 2440 that the Pinaka finally reached the pirate stronghold in Warikomi, systematically dismantling their infrastructure, scattering the few surviving renegades, and stripping surviving materials from the wreckage of their mining sites and shipyards. Once again Warikomi was cleared of pirates, although it seems clear that its isolated position along the trade routes between the Republic and the Empire renders a near-irresistable base for pirates, should more arise in the future.





This year also saw reports from IIA Field Team Alpha that helped draw a more detailed picture of the situation on Korga and in the Empire as a whole. The Empire spread across three marginal to hostile worlds, in addition to Bulra itself, with its newest colony on the second planet around Rosemund, hot and barren. Korga itself currently has a population of over four billion, taking advantage of rich local deposits of metals. Korga was heavily developed industrially and agriculturally, and was guessed by some analysts to potentially be the site of the Imperial Intelligence headquarters. Local government was fairly disorganised, and the economic efficiency of the planet clearly does not match that of the two Human worlds. Team Alpha reported their belief that there is an active Imperial Intelligence counterespionage team on the planet, helping make up for the ineffective state of local law enforcement. The poor state of local law enforcement meant that a significant criminal fringe dragging down local productivity had developed.

With data gathered, we can see the location of all Bulrathi colonies, plus the population, income, security level, and morale on Korga. We can see they have no marine barracks or government support center yet, due to morale effects, and see how much they're spending. Based on what technology they have and how much they're spending on improvement upkeep on Korga, I estimate that they have a colony base, biospheres, hydroponic farms, automated factories, research labs, and their spy center here on Korga. We can also see that they have an agent team assigned here for counterespionage.

The Human Republic and Known Space as of 2440





The Davy Crockett and Arbalest remain stationed at Mihr, reinforcing the defenses there, while the Hugh Glass and Huscarl escort a new colonisation mission and the Industrious to Tarazad. The Pinaka is returning to Mihr, there to reinforce the Davy Crockett. The renewal of trade with the Empire coupled with the improved development of Paradise has helped fuel an economic boom, which may, hopefully, help the rapid development of the new colony around Tarazad.




Population growth on Earth has been drawn off by the colonisation mission to Tarazad, while the Imperial Intelligence Agency maintains its recently-established primary headquarters just outside of Copenhagen. Corporate interests on Earth have been working on developing efficient communications and data processing in their R&D departments, hoping to spur more rapid development of useful technological applications.

The Security level of a colony indicates how likely it is that enemy spies will be caught in the act, aborting their mission and allowing them to be deported or killed. It will range from 0 to 5, derived from the raw security rating on the planet. Earth's raw security rating of 20% (+30% for the capital, +10% for having a spy center in the Republic, and -20% for being Human) translates to a final Security level of 2.




The population of Paradise has already grown to over 5 billion, with vast harvests easily feeding the scattered cities on the planet. Growing economic efficiency has seen a major surge in local prosperity and in real incomes, while local firms have begun to invest heavily in R&D and the equipment needed for effective research. The planetary government has started raising a significant surface military, helping to secure the planet against outside threats while providing a reserve for disaster relief and response to civic disorder, while the Defense Department has been pushing for a secondary command station around Paradise to help support Space Fleet's growing burden of logistics and command.

Proposals for the People of the Republic

Long-Term Bulrathi Diplomatic Status
The current formal truce with the Bulrathi Empire will expire in 2448. Whether the legislature wishes to pursue continued friendly relations with the Empire or to distance themselves in preparation for renewed hostilities is open to debate.
Please vote between a friendly or aggressive long-term posture towards the Bulrathi Empire. Our bolstered strength should make them a bit more reliable, especially if we get a new star base up and expand the Space Fleet, but an expanded Space Fleet could also support offensive operations to punish the Empire for earlier aggression.

Bulrathi Technical Data
It may be possible for Human engineers to get their hands on advanced Bulrathi targeting computers, in exchange for offering the Bulrathi data on Human shield technology. Some Defense Department analysts note that proposed future kinetic weapons may be able to render Bulrathi shields largely superfluous.
Please vote on whether to trade for Electronic Computers to improve our cannon fire.

Official Name of Tarazad
The new colonial government of Tarazad Prime will vote on a formal and official name of the planet, for use in the future.
Please vote between Frigga, Horizon, Terra Nova, or Sunrise for the official name of Tarazad Prime.

Future Colonial Priorities





Several planets seem promising for future colonisation. Segel Prime has vast land area, a reasonably friendly environment, and rich gem deposits, and would allow the Republic to claim the Segel system. Etana Prime is relatively marginal, but would allow the Republic to secure both Etana itself and Tyrannus. Shaghar Prime has an extremely friendly environment, but would extend Human defenses somewhat more precariously.
Please vote on the next planet to colonise, and propose names if you wish.

Research Priorities



Current research is likely to pay off with improved void and surface weapons and with industrial applications within the next few years. The improved understanding of physics developed by current physicists suggests that they may be able to generate artificial gravity fields, which could make long-term ship and installation duty significantly more comfortable. A deeper scientific study of alien psychology and behavior could also be possible, as would other projects that have been receiving resources for some time.
Please vote between Xenology, Artificial Gravity, Positron Physics, Xenobiotics, Genetic Engineering, Advanced Engineering, or Advanced Fusion for future research. If you need information on what these might do for us, just ask me.

Design Competition Appropriations
The Defense Department wishes to sponsor a new design competition to update the Davy Crockett and Huscarl classes with new technology in 2444, if the legislature will see fit to release the funds for a fleet upgrade and refit process.

Intelligence Oversight Committee
The Intelligence Oversight Committee reporting to the legislature can transmit legislative instructions to IIA teams in the field. Team Alpha could focus on basic information-gathering across the Empire, work on infiltrating institutions on Korga or on Bulra for active offensive operations, or be withdrawn to Human territory for counter-intelligence work.
Please vote between basic data-gathering, deep infiltration, or counter-espionage for Team Alpha. If you choose deep infiltration, you may choose to specify what sorts of actions you hope to see the IIA get up to.

Peace has been restored- but whether Humanity will truly trust the Bulrathi Empire in the future is an open question.

For reference, current Space Fleet combat assets are are two fixed forts on the perimeter of the Sol system, one on the perimeter of Mihr, a primary headquarters station and a missile station around Earth, and five combat ships. There are two Davy Crockett space control cruisers, the Davy Crockett and the Hugh Glass, two Huscarl escort/scout frigates, the Arbalest and the Huscarl, and one Pinaka (revised) counterpiracy/planetary attack frigate, the Pinaka. The original contest design for the Pinaka was revised internally in the Defense Department to make use of the new 'Hermes' rapid-reaction nuclear missile rather than the older missile designs it was originally intended to be fitted with.

I'm going to say friendly with the Bulrathi because we can always work with a regime change. I have no comment on the technology trading, but Horizon is my choice for the official name, Advanced Engineering for technology, and data-gathering for intelligence.

As for the design competition, we should always have it (or, at least, hold one regularly, obviously not every update) but 'build none of the above' should be a valid vote in case none of the presented designs catch anyone's fancy or fill a need that we need filled. If we ever get into a position where we really need a new design or have vastly new tech to work with, then we can go back to forcing people to make a decision, but incremental updates can be skipped over if that's what people want.

For reference, what each of our current research options will immediately get us- all of them will help allow future scientific and technical developments as well:

Xenology is expected to help diplomatic and corporate negotiations- or, alternately, could be focused on management of restive alien populations. One or the other.

Artificial gravity should make certain sorts of permanent installations on some of the more promising moons around colonised planets possible- possibly helping research, or possibly helping with shipbuilding. At the moment, Paradise is our only colony with a promising enough moon to work with this.

Positron physics will mostly help us develop certain weapons useful against fixed installations.

Xenobiotics will allow certain large-scale ecological engineering projects, which are likely to both help with pollution management along with other applications that might be worked out with further attention.

Genetic engineering will allow straightforward medical breakthroughs to improve Human health and lifespan.

Advanced engineering will help us develop new armor materials which can be used to improve our whole existing fleet, and which will help allow a new class of massive, powerful warships to be built with better materials.

Advanced fusion will primarily allow us to upgrade all our drive systems.

Curious, incidentally, how people liked my take on the Stingray missiles pirates use. Given that I had already established that direct contact intercepts were difficult with void-based guided missiles, I figured they'd need some sort of fragmentation effect to score effective damage with a chemical warhead.

My impression is that the Bulrathi mainlined agriculture and industry harder than we did early on, neglecting research in order to do so. They heavily invested in ships, which probably slowed them down some, but they do have a more mineral-rich homeworld than us. We're taking a lead in infrastructure, but they're likely to be able to recover to a modest total fleet size advantage, which we can probably overcome via defensive positions and superior technology. Our buildup during the war greatly cut down their military lead, to be certain.

As for more data-gathering- we can start getting basic reports on every world in the Empire, one by one, which also lays preliminary groundwork for deeper infiltration wherever we wish in the future. You need to gather basic data before you start infiltrating deeper (which starts getting more specific information in different fields, and setting you up for the dramatic high-impact actions later).

Anyways, onto business, the new Emperor has proven to be amiable to us, so I see no reason we cannot return the favor. We should keep a strong pressence on the border to be sure, but I see no reason we cannot attempt a more peaceful relation with the Bulrathi for the time-being with their new leadership. Therefore I vote to remain on Friendly in terms of our posture. However, I do recommend that we verify this trust by refraining from sharing any technical data in trades for now. The Bulrathi did launch a sneak attack on us, no reason we have to hug them now, we can be peaceful but still at an arms length.

For our colony choice, I vote Sunrise for the name and I nominate Segel for our next choice! For Science I pick Advanced Engineering for our target.

It's easy for you Terrans who never felt the effects of this war to write it all off now. None of you ever lived under the Paradise blockade. 25 years - that's a whole life sentence that a lost generation of colonists spent cut off from the safety back on Earth. An entire generation were born into this war the Bulrathi started. That's a whole generation who came of age during the nine years of total social breakdown before the relief fleet finally arrived. All of you, who sat in safety on Earth while Paradise sat under the shadow of those nine terrible stars waiting for the day the drop pods or the bombs would fall, you have the audacity to call this war harmless?

The Bulrathi state has bent all of its potential to conquest. The Bulrathi economy cannot hope to compete in peace - it can only survive by consuming us. A course of peace with the Bulrathi will only commit humanity to a neverending arms race to keep the alien threat docile, and there will be new horrors worse than what we suffered on Paradise. This only ends one way.

25 years. But 25 years on effectively the Garden of Eden, despite being locked in it. Scary. Terrifying. But there have been worse fates. There ARE worse fates. Some who live in inner-city slums would scoff.

Twenty-five years in an alien jungle on the frontier of human settlement. Cut off from the economy and advances of earth, and under the rule of fractured gangs and militias as the government collapsed in 2406. Colonists born into the blockade would have just turned sixteen. Nine years until the relief fleets finally showed up, of martial law and rationing and readiness drills. It's monumentally naive to believe that cities on Paradise didn't fall into slums in that time. Because of the miserable state of Human military readiness at the onset of this war, the young generations of Paradise have never known any life but that.

We have our truce. And we have the technological means to take the Bulrathi on the ground, like we didn't 25 years ago. Use the time well, then hit them back. Unrestrained Bulrathi expansion is an existential threat to the future of the human race, and we won't be so lucky if the regime back on Earth commit the same mistake that left us open to this war again.

Peace in our time Our stellar exploration has shown plenty enough worlds for humans and bears. While our previous experience shows the need for us to maintain a military force, a campaign of terror is not in the republic's interest.

As a gesture of friendship, we should trade shields for computers, to demonstrate to the hawkish types that we can gain more through peace than warfare.

Sunrise should be our latest new world's name, Shaghar should be our next colonial option, and Advanced Fusion should be the focus of our scientists.

To avoid any future unfortunate incidents ith the bears, the Republic's intelligence services should seek to learn basic information about the Bulrathi's worlds and encourage informer cells to be established

We're better than them. We beat them in space, they came cap in hand and humble. There is no benefit to be had from throwing away any more sentient lives. Friendly provided they stay quiescent. Should they test us again, it is clear they would be in need of a more thorough adjustment.

Trade with them. Gather Data so we remain alert. Advanced Engineering is our next step. Sunrise will do, and when we colonise Segel, name it Hephaestus.
