it's appropriate since cops are pissbabies and need to be sheltered, that guy was probably mouthing off to the police by not getting on the ground immediately, which is the greatest threat a cop can face in today's urban warfare environment

Medina-Pena's suit is the latest in a series of at least a dozen civil rights lawsuits in the last five years against police. The city has paid $650,000 to settle seven of them so far.

Iannetta was a defendant in another federal civil rights lawsuit by an Easton man who alleged Iannetta stomped on his ribs in 2013 after another officer, David M. Howells III, lifted the man and slammed him head-first into a sidewalk, Medina-Pena's suit notes. The city agreed in September to pay $350,000 to settle that case.

note that if he had gotten on the ground immediately they would have still beat the poo poo out of him because he had committed a sudden furtive motion

the best thing about these cop beatdowns is the way the multiple cops yell contradictory instructions ("hands up!", "on the ground!", "stand up!", "freeze!", "put your hands down!", etc.) and then justify the beatdown because of "failure to comply".
