Hillary's not winning these states by 30 points, but she's not losing any sleep over them.

What you wrote is true, but Wisconsin still has far too many blue voters who love voting during election years. No amount of road blocks is going to stop that this year, or even the next election. The Republicans went for Cruz instead of Trump, so there's that as well. Just wish they'd show up for the mid terms, it really really loving sucks.
