There is no real risk of Russia splitting, except maybe Chechnya and a few tiny spots like that. The Czars and the commies were too good at ethnic cleansing and cultural erasure for that to be a risk.

For more context, this was drawn by Milo Manara. An artist known mostly for his erotic art. So basically Marvel hired a guy who does erotic comics and asked him to draw a cover and this was what they got. Rather than go "gee, maybe that's not the best choice," they just ran with it.
