Plus I was looking forward to watching Trump have a meltdown when he didn't win, and now I can't have that and it annoys me.

Who knows, maybe THIS TIME the republicans can look at the poo poo that's broken that, you know, they broke and go "OH gently caress, LOOK AT THAT, WE CAN FIX IT!"

No, he takes a vote. If the majority of Republicans don't support it, the Speaker doesn't bring it to the floor period even if some combination of Republians and Democrats would reach majority. It's called the Hastert rule and the whole point is to put a stop to bipartisan bills passing. It's only an informal rule, so the Speaker can suspend it if they want to but doing so is likely to result in the Speaker's replacement.

But why would you want to stop bills with Bipartisan support from passing? It seems like a basic affront to democracy like filibusters.

It doesn't completely stop bipartisan bills - just bills from the opposition that have a little bit of sympathy from the fringe of the majority party. 51% of the majority isn't enough to pass a bill, but it's enough to bring it to the floor and then pass it with support from across the aisle.

Note that if the speaker is being completely obstructionist, a simple majority of House members can sign a discharge petition and say "gently caress you, we're voting on it anyway". It's not something that really happens though, since:
- A member of the majority party signing a petition would be seen as rebelling against their party leadership, so they're only going to do it if it's really serious.
- If things are serious enough that members of the majority party would consider signing a petition, the Speaker is probably going to put it up for a vote even without majority support in their party. For example, Boehner's done it a few times when the republicans have been being stupid about the debt ceiling.

In recent years congress has taken convenient rules of parliamentary procedure and honed them to deadly weapons. It's also why you can't pass anything in the Senate without sixty votes even though 51 is a majority.
