People have poo poo to do and things on their minds and they're not paying attention to you, don't worry about it and take their picture. It's illegal to take photos in public in Quebec? Did I read that right?

Photography in public is perfectly legal and generally follows the same laws as the rest of North America. You're good to go on public property, no shooting where there's a reasonable expectation of privacy, etc... It is illegal to publish a photo of a person without their permission unless they're at a public event (concert, festival, etc...) or its for news media. The law was written in 1988 before the internet and cameras in every handheld device was a thing so its aimed at print media. Whether you'd get sued for displaying a shot on instagram? Here's an article explaining how it all came to be along with an interview with the photographer that took the shot. Here's the Supreme Court finding if you like reading legalese. Essentially the Quebec Charter of Human Rights has stronger protections to privacy than the Canadian Charter of Human Rights and in Quebec publishing a person's image without their consent is a violation of their right to privacy. The shot itself is a young girl sitting in front of a building and should be in the first row of images if you do a Google Image Search for "Gilbert Duclos montreal". I won't display it here in case I get sued for all the money in the universe . I fully expect to get tackled by the police someday for having a big camera in my hands while dozens of onlookers innocently take my photo with their cellphones. Edit: Now that I think about it. You can't publish in Quebec... but does Flickr count as Quebec? View it while in Quebec? Uploading it from Quebec? GG not defining publishing for the 21st century 1988 Supreme Court.
